Do not deal with anyone from Angola.
It's a scam.
Always remeber ';It easier to steal money, then to make it'; especially when your dealing with someone from another country who does not respect any kind of laws.

As far as any on-line transactions are concerned always work on the basis that you should never trust anyone from Africa. Not wishing to offend law abiding, hard working Africans but unfortunately it is a fact that Africa is the internet scam capital of the world...
That has ';sucker'; written all over it....if it smells like trash it probably is!!!! Don't waste your time.

How to find out if a property for sale is ex - council?

Apply to the Land Registry for Office Copy Entries. These will tell you not only who the current owner is, but also who the original owner was. They make a charge of about 拢4 (don't tick the box where you apply for a plan - you won't need it and it will be an additional 拢4 for something not required). When you get the copies, go to the 'Proprietorship Register' section and look for reference to the original Conveyance which should say who the developer was at the time, and who they sold the property to, i.e. the council.

If your in the area, I would think you would know. Ask the agent if it is ex-local authority.
And to some of the others than answered, not all local authority estates are ';run down, no go areas';! There are more well kept houses, than on private estates.

You can probably eliminate Fayette and Jefferson counties (too pricey). But you may be able to find something in one of their surrounding counties, that way you'd get cheaper property but not be too rural.
